Job Description
The Manager, Infrastructure & Construction is responsible for delivering construction projects nationwide using multiple project delivery and execution strategies at a competitive advantage. Responsibilities include execution of the project from conceptual development, scoping, planning, engineering, construction, start-up, commissioning and project turn-over. The Manager, Infrastructure & Construction develops the contracting strategy, schedules approval requirements, project budgets, quality and change controls. This role also develops the timeline of project approval requirements and interacts with internal stakeholders. Projects include, but are not limited to, new construction and/or renovations of transfer stations, hauling facilities, maintenance shops, material recycling facilities, fueling infrastructure (diesel and CNG) and office buildings.

Principal Responsibilities
• Identifies project objectives and milestones; monitors the development and implementation of the necessary processes and procedures, action plans, schedules and budgets by the GC, A/E and third party vendors.

• Reviews and provides input on design packages and constructability.

• Reviews design and construction bid packages.

• Reviews all proposals, provide analyses of technical validity.

• Reviews the project schedule against the critical path and perform variance analyses to ensure impacts are minimized and the schedule is maintained.

• Tracks projects costs & expenditures against the project budget and forecasts costs to completion.

• Prepares and aligns with internal stakeholders on project financials (cost analysis, capital planning, forecast actual cost and future commitments).

• Reviews and coordinates FF&E standards for submittals and approvals.

• Reviews and assists with the approval of billing from the GC, A/E, and third party vendors and consultants.

• Establishes standards for quality, production; ensures compliance with company specs, policies, safety codes and other pertinent regulations.

• Establishes, coordinates and attends/conducts all necessary project meetings.

• Prepares weekly and monthly reports covering scope, budget and overall project status.

• Ensures all required project documentation is completed in a timely manner and is maintained in the appropriate master project files inclusive of all reports, logs, submittals, RFIs, specifications & drawings, correspondence and other relevant documentation.

• Partners with multiple functional departments and operational management to plan, oversee and complete construction projects.

• Effectively informs stakeholders of developments that may affect project profit, costs, schedules and client relations.

• May require travel by air, car and/or other modes of transportation up to 20-40% of the time.

• Performs other job-related duties as assigned or apparent.

Qualifications
• Bachelor’s degree in Engineering, Architecture, or Construction Management (required).

• Minimum of 3 years of experience in a project management role within the commercial or industrial construction industry (required).

• Experience with BIM tools (C4R/Glue) and Revit.

• Experience with eBuilder and scheduling tools (MS Project).

• Excellent change management experience.

• Excellent collaboration, organizational, leadership, analytical and communication skills, including the ability to present complex information in a clear and concise manner and organize necessary resources, including people, materials, equipment, tools and time to meet tight deadlines and achieve desired results.

• Demonstrated ability to influence stakeholders at all levels of the organization.

• Demonstrated high level of achievement in the areas of project management, estimating, scheduling, budget/cost control, negotiation, field supervision and financial reporting.

• Ability to plan, monitor and implement multiple projects and teams using timely and cost effective methods.

• Substantial knowledge of, and experience with, solicitation, negotiation, award and management of subcontracts, including preparation of bid and subcontract scope language.

• High functional ability to understand, interpret and implement plans, specifications and other contract documents.

• Effectively influences without authority and leads change by building trust and credibility.

• Process and results orientation for setting and pursuing aggressive goals, demonstrating a strong commitment to organizational success and marshaling resources to accomplish goals and objectives.
