Job Description
With a thorough knowledge and understanding of oil and gas processing, field services, transportation operations and guidance from long-term organizational safety targets and initiatives, the Manager, Basin Safety provides strategic support that instills a safety sensitive culture capable of influencing and rewarding proactive and sustainable behaviors. This includes but is not limited to the development and implementation of loss prevention, environmental, health and safety objectives; and policies, procedures and training programs within the assigned area of responsibility.

Principal Responsibilities
• Provides technical expertise and consultation to local leadership to promote and implement environmental, health, and safety-related training programs that drive sustainable, proactive safety conscience behaviors.
• Ensures that local loss prevention programs are in place to maintain compliance with applicable federal, state and local environmental, health and safety regulations that govern the oil and gas industry. Assesses division loss control program activities including but not limited to efforts to communicate, train and develop critical skills.
• Monitors division implementation of environmental, health and safety and loss prevention programs, such as the Focus 6 program or the Compliance Tracking and Reporting System and takes action to redirect activity where performance falls short of targets.
• Through communication, education and training, assists divisions in maintaining compliance with applicable OSHA health and safety regulations including but not limited to Lockout / Tagout, Confined Space, Hazard Communication, Hydrogen Sulfide, Fire prevention, Emergency response, monthly facility inspections, employee training requirements and record keeping requirements.
• Assists divisions in maintaining compliance with Federal and State Department of Transportation regulations including hours of service, driver qualification files, vehicle maintenance records, drug & alcohol testing requirements and record keeping.
• Ensures record keeping requirements are met, including the OSHA 300 logs, DOT accident register and accident / injury reports.
• Assesses and assists with division tracking of accidents / injuries, environmental compliance issues, DOT physical renewals and annual driver license reviews.
• Partners with other functional leaders to ensure that safety sensitive messages are in place and effectively communicated in new hire orientation training programs.
• Provides technical expertise and acts as a resource in the preparation of training materials. Supports monthly employee safety meetings by ensuring that leadership promotes and consistently relays the organization’s values and beliefs regarding a safe working environment.
• Participates in the annual budget process.
• Ensures ongoing management of return to duty (modified / light duty) programs. Partners with HR and division management to minimize time away from work due to work related injuries and incidents.
• Participates in investigations of serious accidents / injuries and monitors supervisor investigations of all minor accidents and injuries.
• Provides local leadership with timely accident / injury trending and other compliance reports. Interprets data and makes recommendations where appropriate to address negative trends.
• Works to develop overall effective environmental, health and safety programs.
• Provides ongoing safety training to facility personnel with responsibility for managing and / or coordinating environmental, health and safety programs and training.
• Participates in division OSHA, DOT compliance, Health Department, and RRC inspections as well as audits that may occur.
• Assists division management with monthly facility inspections / assessments, including but not limited to site reports.
• Maintains and updates Standard Operating Procedures (SOP), Job Safety Analysis (JSA), and Environmental Management Systems (EMS).
• Assist in ensuring operational compliance with customer requirements.
• Performs other job-related duties as assigned or apparent. • Five years progressively responsible managerial experience in the oil and gas industry that includes the successful completion of a 40 hour OSHA compliance course and 8 hour DOT compliance course, or five years progressively responsible experience as a safety professional in the oil and gas or waste industry. (Required.)
• Valid driver’s license. (Required.)
• Professional safety certification through a nationally recognized safety organization, such as the National Safety Council or a college degree in Safety Management.
