Job Description
With general supervision, the Senior Procurement Systems Analyst serves as a liaison between the corporate Procurement department and various business teams to provide systems support and facilitate the leveraging of technology solutions to meet the needs of the Procurement department and users of Procurement information systems, tools, and databases. This role leads the development and maintenance of Procurement system requirements, represents Procurement in systems/tools forums with external stakeholders, and provides key assistance and training on all procurement systems. The Senior Procurement Systems Analyst works with all levels, assessing needs, identifying and analyzing options, and recommending business process enhancements. This position also performs tests to ensure all processes work according to the pre-determined goals identified, and assists team members in identifying reports that are needed by users of Procurement information.

Principal Responsibilities
• Maintains processes including System Administration and ongoing support and enhancement of all associated tools and modules to support Procurement processes and reporting needs.

• Understands the full scope of Procurement systems and interfaces, maintaining inventory of, and acting as internal subject matter expert for, all systems/tools used by Procurement staff including: Sharepoint site, ePro, eSourcing, FieldGlass VMS, Catalogs, Pcards, Centresuite, APSS, Contract Management system, and Preferred Parts system.

• Creates and maintains product catalogs for catalog items.

• Manages complex preferred parts program system, capital purchase procurement systems, and procurement usage of Fleet & Asset Management System.

• Serves as the Procurement systems and data liaison between Procurement and IT, Fleet & Asset Management, and Finance.

• Represents Procurement in forums with external stakeholders on all systems matters.

• Researches, analyzes, designs and tests systems and processes to develop process improvements, recommends solutions and implements new applications.

• Conducts testing for systems upgrades, enhancements and interfaces between other systems. Creates test scenarios and assists project team members in performing tests to insure all processes work according to predetermined goals.

• Ensures system
compliance with Procurement’s standards and policies and internal control requirements.

• Supports the RFx and bidding processes by running sourcing events, tabulating data, and preparing reports for analysis, sometimes using tools such as Qlik for data presentation.

• Coordinates with Finance team on financial/savings reporting requirements and results tracking.

• Designs and generates routine reports and ad-hoc reports as requested.

• Provides complex information in an understandable and compelling manner.

• Assists Procurement department with technical issues related to the use of Procurement Information Systems. Assists team in the creation of more difficult queries to select and compile information from the various Procurement and business systems as needed.

• In partnership with the internal PMO and IT teams, establishes relevant project management tools for use by Procurement organization.

• Identifies, tracks, monitors and communicates on project-related issues, scope changes, variances and contingencies that occur during the course of projects. Monitors project work to ensure that progress is maintained within expected guidelines and is completed on a timely basis.

• Assists in developing training plans and training documents. Assists in training Procurement department and field staff utilizing Procurement systems and tools.

• Implements output metric(s) to measure the effectiveness of the systems/tools/RFx functions.

• Maintains a deep understanding of the systems/tool market space and emerging IT trends, assessing their potential impact on Procurement’s effectiveness.

• Maintains keen insight and understanding of Procurement program requirements on a 1- 5 year horizon.

• Performs other job related duties as assigned or apparent.

Qualifications
• Bachelor’s Degree in Information Management, Computing, Mathematics, Statistics, Supply Chain, or related field of study.

• Minimum of 3 years of in-depth, hands-on, relational database systems and reporting experience. (Required).

• Demonstrated knowledge of Procurement/Supply Chain and associated business systems. (Required).

• PC software knowledge and skills, including Excel, Access, PowerPoint, SQL, and Crystal reporting. (Required).

• Demonstrated experience utilizing Business Intelligence tools effectively, including experience creating complex queries using multiple query tools.

• Experience with SAP Ariba and Fieldglass.

• Experience with eSourcing and contract modules.

• Experience with Fleet management tools (Dossier or similar).

• Experience with system development life cycle.

• Demonstrated ability to read, analyze, and interpret Procurement systems technical and procedural documentation.

• Strong problem solving and analytical skills.

• Strong attention to detail and data analysis skills.

• Effective interpersonal skills across various levels of the organization.

• Strong organizational skills and ability to handle multiple projects and work in high-volume, fast-paced environment.
